Consumption of alcohol on board is not punishable by law until the person ingesting it has control of the shipsaid a KCG official, who is trying to determine if the captain was directing the navigation at the time of the accident.
They also study why the ship was moving in the opposite direction to normal. Coastal authorities also claimed that the Seagrand struck another ship moored in the harbor about 40 minutes before the collision with the bridge.
