The story of TIC Tac @contentdropped was in charge of downloading the aforementioned video.

In broad daylight, you can see how a group of people carry an apparent railroad track from the streets of a city. Apparently the country will be Poland, which shows that this type of vandalism does not only occur in Latin America.
