Report by Rubén Ramírez on the OAS Election Observation Mission’s Conclusions Regarding the Election in Peru

The presidential poll in Peru among the candidates Keiko Fujimori Yes Pedro Castillo was a “positive electoral process“In which they were not detected”serious irregularities», Declared on Friday the Election Observation Mission of the Organization of American States (OAS).

“The Mission did not detect any serious irregularities”indicates the preliminary report of the group led by the former Paraguayan Minister of Foreign Affairs Ruben ramirez, which supports the work of the Peruvian electoral bodies, questioned by Fujimori for denouncing “Evidence of fraud” and request the cancellation of some 200,000 votes.

“The EOM / OEA declared to have observed a positive electoral process, in which substantial improvements were recorded between the first and the second round “adds the report published by Ramírez on Peruvian television and published simultaneously on the website of the continental organization based in Washington.

“The Mission underlines the coincidence of the two candidatures that they are not proclaimed winners until all the challenges have not been resolved”, adds the report, made public five days after the ballot, the examination of which is progressing slowly because of the demands to contest thousands of votes for the two candidates, which keeps the country in suspense.

The OAS envoys also underlined the promise of Fujimori and Castillo to “respect the guarantees of the electoral process and the Peruvian institutional framework, and to recognize the electoral result once the judicial phase of the election is released”.

The Mission “followed” the voting and the post-electoral phase, and held meetings with both candidates, with the interim Peruvian President Francisco Sagasti and with the officials of the electoral body which organizes and counts the votes (ONPE) and with the National Election Jury (JNE), which resolves the demands for contestation and proclaims the winner.

Despite this report by the OAS and other election observation bodies which ruled out the existence of election fraud, Fujimori announced last Wednesday that he would challenge and seek to overturn nearly 200,000 votes on charges of irregularities and “table fraud”.

Fujimori’s team argued allegations of forging signatures at polling stations, or forging poll results simply because they did not record any votes for the candidate. “We have seen Peru Libre’s systematic intention to violate the popular will,” Fujimori said.
