What is the knowledge economy project that the Senate seeks to convert into law?

Named "Scheme for Promoting the Knowledge Economy", the Executive Project has for predecessor the regime of the promotion of the software industry (Law 25 922) and seeks to extend the benefits of this program – which expires in December – and to extend them until 2030.

For this reason, the range of activities covered by this law extend to "computer and digital services", such as "the development of software for activities such as e-learning, interactive marketing, e-commerce, applications. "

One of the key points is the granting of "fiscal stability" to companies that register in a special register, which "will not be able to increase their total national tax burden" as long as the scheme is in force, while providing for a reduction in income tax.

In this sense, it establishes that these companies will benefit "for each of its workers in dependency relationship duly registered with a sentence" equivalent to 17,509 pesos.

As an additional incentive, a "non-recurring transferable tax credit credit is established, equivalent to 1.6 times the amount of employer contributions to be paid", which must apply "to the payment of amounts payable" in the form of advances or sworn statement balances, such as income tax and VAT.

The project gained importance after criticism from the social manager Juan Grabois, aligned with the Kirchner, to the company Mercado Libre, which would be one of the main beneficiaries of the new regime.

The new law would make this company (one of the largest in the country, with $ 237 million gross profit) formally considered in the tax benefits, as it belongs to the category e-commerce and market (platform of virtual buying and selling business).
