Following a scientific evaluation that culminated in November 2018, the WHO experts recommended in their final report "Eliminate Cannabis and Cannabis Oil List IV", the most strictly controlled category in the 1961 Single Convention on Narcotic Drugs Treaty.

The Committee had noted that List IV was composed in particular of "harmful substances with limited medical benefits" and considers that maintaining cannabis "at this level of control would considerably limit access and research on possible treatments derived from the plant".

The results of this report corroborate the letter that Tedros Adhanom Ghebreyesus, Director General of the WHO, sent on January 24 to the UN Secretary General, Antonio Guterres, whose text is published on the website. official website of the WHO.

With this letter, WHO will try to treat the 53 countries that make up the Commission on Narcotic Drugs and put it to the vote, at the 62nd session of the United Nations, will join Vienna (Austria) in March 2019.
