But two men from Arkansas could still be legally threatened after a night of drinking led them to test the jackets by shooting at each other, officials said.
Charles Eugene Ferris, 50, and Christopher Hicks, 36, were arrested Sunday after Hicks showed up at a Rogers hospital to complain about a chest pain.
Not wanting to reveal the true story of the shooting in his yard, the police said Ferris had invented a living story to explain the situation, KFSM reported.

Ferris reportedly told authorities that he had received $ 200 to protect a "property," which he followed into the woods of Hobbs State Park. Ferris reportedly stated that while they were in the woods around 10 pm, they met a third man who approached "the asset" and set off a shootout. The police say that Ferris claimed to have been hit six times while he retaliated and that he was moving away with "the asset".
Ferris was quoted as saying that "the asset" had deposited him near his vehicle and that the 50 – year – old man had then laid down his arms and had gone to the hospital.
But officials said Ferris had gone from 007 to a zero when his wife arrived at the hospital and toppled the beans: Ferris and Hicks fired at each other while drinking on the porch of their home.
Ferris would then have given up his very nonsense story and told authorities that he had lied to protect Hicks from trouble.

The police said Ferris had admitted wearing the bulletproof vest and asked Hicks to shoot him with a 22-gauge semi-automatic rifle. The jacket stopped the bullet – but it also hurt and left a mark on Ferris's chest.
Ferris reportedly said he was angry and "unloaded the clip in Christopher's back." Hicks was only injured by gunshots, the police said.
Both men have been charged with aggravated assault and risk up to six years in prison.
