As Leahy seemed to be heading for a vote, Manchin intervened again.

Lee has indicated that he would be prepared to answer Manchin’s question. Leahy said the debate was out of order, but senators shouted they couldn’t hear it.

Schumer stepped in to try to get some clarification on what was being voted on. Amid more confusion, he paused the trial “while we work on this.”
