"It became clear that we would never meet the deadlines within the current budget, so I decided that it was just not worth it to continue," said Mr. Phelan.

Although the project amounted to $ 94 million, the total amount was not spent when the decision to terminate the project was made. The commission confirmed that $ 26 million had been lost. The commission was working on equipment reuse and other costs already incurred, Phelan said.

The costs badociated with the project have become too large to warrant the utility of a system "slightly higher than we already had," said Phelan.
