"It's Bob's call he wants to testify," Barr told the Wall Street Journal.
Barr's comment came just days after President Donald Trump announced that he was leaving the decision of his Attorney General to decide whether Mueller could testify.
Trump has publicly hesitated in recent days over the prospect of Mueller's testimony before Congress, while his administration has strongly opposed legislators over requests for documents and testimony.
Asked earlier in May, the president said, "I do not know, it's our attorney general who, in my opinion, did a fantastic job."
A few days later, Trump overturned the course and said Mueller "should not testify," with the president resurrecting his usual complaints about the Mueller investigation before going back last week, claiming that the decision would go to "our very great Attorney General".
The president of the judiciary, Jerry Nadler, a Democrat in New York, said last week that the exact date on which Mueller would come to speak publicly before the Congress is under discussion.
"It will not be next week," Nadler told reporters last Friday. "But we negotiate with him, we talk to him as well as at the Ministry of Justice."
