If there is one place that never closes its doors during the holidays and that even leaves them wide open, it is indeed the SPA of Haute-Vienne. Based in Couzeix, the structure created in 1927 by Mrs. Theodore Haviland employing 15 employees has opened its doors. The opportunity to take stock of its operation, the issues it encounters. The opportunity also to relay an appeal to the general public …
An abandoned St. Bernard … This is a huge Saint-Bernard that we met while entering the enclosure of the SPA this Friday morning … A dog abandoned by its owner just two days ago. He was found by the municipal police attached to a post in the district of Beaubreuil. The police called the SPA to collect it in the pound. When they are not claimed after 10 days, these animals change status and are adoptable. In 2017, 1998 animals were welcomed at the Haute-Vienne SPA
… and a Shih Tzu in a suitcase. The volunteers and employees of the SPA also remember the discovery last year of a suitcase in the nearby woods containing … a Shih Tzu, a small dog with a crushed nose. Nobody knows why the owner put it in this suitcase. Regularly, baskets of kittens are placed in front of the door of the shelter and dogs are abandoned in the surrounding woods.

Adopt a kitten for two months. The SPA took advantage of our presence to make an appeal to the general public. Kittens who are welcomed at the SPA can not stay there until they are vaccinated. They can contract typhus or coryza and die. Only option, put them in a host family for one to two months, the time that vaccines take effect. The SPA can recover them afterwards. Unless the host family finds a good soul or decides to keep the kitten. If you are interested, call 05.55.48.06.75.
The explosion of the number of cats. In recent years, the SPA is facing a mbadive arrival of cats. "It's mainly due to the climate," says Guy Donnart the president and Alexia Coudert, veterinary badistant. In the past, a cat had a litter once a year. From now on, it is hot from March and the cats chained the litters. As the gestation lasts two months, they can have two or three in the year.
Abuses That Turn Their Hearts Back Difficult to work within the humane society without being a minimum shielded. Here, everyone remembers these young people who gutted Vaseix cats for fun. The case goes back to 2008. However, everyone remembers these kittens whose legs were cut with pincers, also by stupidity. Three months ago, in Ambazac, a dog was beheaded by its owner. He apparently did not want to be able to find it with the electronic chip implanted at the neck. It was impossible to identify him and to prosecute him for animal abandonment. Last year, 620 cases of child abuse were reported.
Who pays? The SPA has two sources of income.
Town halls are currently required to care for animals on the territory of the commune (Article L.211-24 of the Rural Code) . 60% of French municipalities have a pound system for the reception of dogs and cats. But they can if they wish to let the SPA take control of this issue … against 0.63 cents per year per inhabitant.
Some municipalities do not respect at all this legal obligation.
The SPA also receives gifts and inheritances . One of the largest amounts collected by the SPA of Haute-Vienne amounted to 3.5 million euros. Recently, a resident of Haute-Vienne bequeathed her house worth 200,000 euros. No luck for SPA Haute-Vienne. The deceased had designated as universal legatee that of Paris.
