The Board of Directors of the National Family Allowances Fund adopted, on Wednesday, July 11 at the end of the day, the new Objective and Management Agreement 2018 – 2022. It sets out the main objectives for family policy for the next four years. What's new ?

30,000 new places in nursery

The convention wants to create 30,000 new crèche places by 2022. This is less than what had been signed by the previous convention, which provided for 100,000 new places between 2013 and 2017. Almost An additional 62,000 places were opened over the period.

To date, there are 409,500 places in France on day care. What remains insufficient. In 2017, 767,000 births were counted.

500,000 places in a recreation center, 400 new social centers

The convention also provides for a contribution to the funding of 500,000 new places in a recreation center to meet the "Plan Wednesday", set up for children from municipalities with opted for a return to the four-day week.

Also on the program: support 500 child-parent homes and help 400 new social centers.

Funding revised down and posts removed

The text sets the budget of the National Fund for Social Action (FNAS), responsible for financing the expenditure of children and youth. The budget is expected to grow by only 2% per year. While over the last four years, funds grew by 4.3% per year on average. A slowdown that is criticized: "2%, it is an extremely constrained percentage," said Isabelle Sancerni, president of the Board of Directors of Cnaf. "If we want the goals to be achievable, and achieve true diversity, we need incentives, a boost," she added.

Minister of Health Agnès Buzyn announced that "additional funding" will be allocated to municipalities that will create places in underserved areas for children with disabilities or from disadvantaged families. Today, only 23,400 children with disabilities are accommodated in nurseries.

Another reduction planned by 2022: the posts of 2,100 of the 33,000 agents will have to be abolished.

For Michel Coronas, the CGT administrator of CNAF this text is "stamped with the seal of austerity"

The convention will be signed by the government shortly
