The United States has added a Chinese oil giant to an economic blacklist. This would make it much more difficult for American companies to do business with it. The sanctioning company is the Chinese National Offshore Oil Company or CNOOC. It is one of the largest oil companies in China. The Commerce Department has sanctioned the company for helping the Chinese military intimidate its South China Sea neighbors.
