WASHINGTON – Biparty talks to overhaul police tactics and accountability have ended without a deal, the leading Democratic negotiator said, as lawmakers were unable to reach a compromise following nationwide protests sparked by the murders of black Americans by law enforcement officers.

Sen. Cory Booker (D., NJ) said on Wednesday he called Sen. Tim Scott (R., SC) to tell him Democrats were done negotiating after Mr Scott did not accept their offer final. Mr Scott’s office did not immediately comment.
