BRASÍLIA, DF (FOLHAPRESS) – The government on Monday (2) launched the National Logistics Plan (NLP), which, as it is postponed by the next president, could generate savings of up to 39%. to R $ 54.7 billion annually from 2025.
"It's a plan that defines the bottlenecks of Brazilian mores and brings solutions to Brazil, especially in the railways, so that in seven years we will surpbad 100% of road transport." ", said Ronaldo Fonseca, Minister of the General Secretariat. of the Presidency of the Republic.

The PNL crosses several databases to define the priority infrastructure works in order to reduce the bottlenecks of the goods traffic.

As planned Folha de S. Paulo, the plan was approved at the meeting of PPI (Investment Partnership Program) of the latter. To implement it, President Temer has signed a decree giving weight to the law and creating a governance committee that will set investment priorities.

Representatives of the General Secretariat of the Presidency of the Republic, Ministers of Transport, Mines and Energy, Agriculture, Environment, Plan, Civil House and the EPL (Society of Planning and Logistics) program.

Temer's advisers say that, in practice, the plan will make it difficult to invest in election work.

According to them, the next president could, via the committee, interfere in the order of work of NLP, but can not decide alone which works are on the list, which will be made by EPL based on calculations dozens of databases already integrated.

If the president wants to include a job outside of NLP to please allies, he should register in minutes, explaining the political content of the decision.

To change the operation of the program and the committee, it will be necessary to lower another law.

The government's idea was to give NLP the same weight as the 10-year electrical power plan, defined by the EPE (Energy Research Company).

In the field of energy, an interministerial committee called the CNPE defines the sector's guidelines that begin to guide public and private investment.

The first stage of NLP s extends until 2025 and is underway. If the next president maintains the work schedule, there will be a reduction of R $ 54.7 billion in transportation costs until 2025, regardless of the freight price – which could fall by now the.

Today, this cost is $ 342 billion reais and jeopardizes the competitiveness of Brazilian products for export.

If the plan follows the planned route, by 2025, dependence on roads will increase from the current share of 64% of freight volume to 50%. This difference, according to the NLP, will be practically incorporated by the railways, which go from 18% of participation to 31%.

At the PPI meeting, 14 new projects were included, which, if implemented, should generate investments of 100 billion reais. Among them are ten lots of transmission lines, new oil exploration plots in pre-salt, BR 153/282/470 and RIS (South Integration Highway).

It was also decided that Vale and MRS will have their rail concessions renewed in exchange for investments in new railways. Vale's counterpart will be to build Fico, which will connect to the North-South railway between Campinorte (GO) and Água Boa (MT). It will be up to MRS to carry out Ferroanel, which will continue parallel to the northern part of Rodoanel, in São Paulo.

The IPP also included in the program the south section of the North-South Railway between Porto Nacional (TO) and Estrela D Oeste (SP).
