The government of Espírito Santo signed an agreement with the Brazilian Airlines Association (Abear) on Tuesday morning (3), to reduce the ICMS on aircraft fuel to increase the number of flights with origin or destination to Espírito Santo, including international flights.
Currently, the ICMS rate on aviation kerosene is 25%. The government offer is a discount at 12% and 7%, depending on the number of counterparts offered by the companies.

The formalization of the agreement is made in the auditorium of the Airport, with the presence of the authorities.
The model presented was developed from a joint government action, through the Secretariats of Finance (Sefaz) and Tourism (Setur), with Abear.
In order to obtain a reduction in the ICMS rate for kerosene, airlines must offer the government counterparts such as:
- increase in the number of daily flights to or from the Vitória airport;
- creation of at least one new daily household with origin or destination in the municipality of Espírito Santo, in airports currently not operated by the
According to the Government, the granting of tariffs differentiated companies aims to increase the competitiveness and infrastructure of the airline industry.
The government estimates, based on a study, that the possible impacts on the ICMS collection on aviation kerosene will be absorbed by the increase in supplies that will be achieved in the state, by heating in the tourism sector and by generating employment and income.
