The Ministry of Health informed by note that it has failed to transfer to the mayor the resources related to the new teams. The transfer of federal funding, according to the agency, is conditional on the establishment of the service, which must be duly registered in the National Register System of Health Establishments (SCNES) by the municipal management. As the city has not created the teams, the money that will arrive in Rio will be aimed at "new applications for accreditation".
"VERY DIFFICULT SITUATION"
According to the Department of Municipal Health, the demand to increase the number of teams was sent to the Ministry of Health in 2016, in the management of the mayor of Then Eduardo Paes. "However, there was no planned expansion of the network and these teams have never been put in place," he said. The justification would be "the very difficult situation left by the previous government, with a debt of 266 million R $ canceled in December, referring to the accounts of November and December." He also stressed that "despite all the difficulties encountered, seven family clinics were inaugurated last year, with teams already engaged".
A report from the Municipal Court of Auditors, released last week, shows, however, that the former leadership has not left a break in the public accounts. Contrary to the claim of the mayor Marcelo Crivella, the court concluded that even if all the suppliers had been paid by the previous administration, there would remain a surplus of 38.9 million reais in cash.
