At the request of Ibaneis, Temer signs two provisional measures on themes related to DF | Federal District

One of the deputies entrusts the federal district government with the responsibility of the DF Business Council and the Public Registry of Local Businesses. Until now, these functions were badumed by the Union – which, according to the Ibanez government, was a stalemate for the simplification of procedures.

The text provides that, by 2020, federal officials currently badigned to the commercial affairs commission may be badigned to the government of the FD at no cost. Then, if you want to keep them, the local government pays the payroll.

The furniture (electronic and furniture, for example) of the Commission should also be given to DF. The positions currently held by the Trade Commission will be "returned" to the Ministry of Planning and the occupants will be exonerated or dismissed as soon as MP becomes law.

An interim measure comes into effect as soon as it is published in the Federal Gazette, which should be the case by the end of the week. Therefore, a 120-day deadline is set for approval by the National Congress – within a special commission and then at plenary sessions of the House and Senate.

If this does not happen, the provisional measure loses its validity and the previous rules are reinstated. The duration of 120 days is not counted during the judicial vacations and the school holidays.

The other interim measure signed on Tuesday by Michel Temer makes specific changes to the 2015 Metropolis Statute to include the Federal District in the text. Otherwise, the future Ibanez government feared difficulties in creating a "metropolitan area of ​​Brasilia".

With the changes foreseen in the MP, the federal district can "annex" the municipalities of Goiás and Minas Gerais that border the capital to the metropolitan area.

To do this, it will be necessary to approve a complementary law in the room of the DF and another, in the same way, in the Legislative Assembly of the State concerned.

The status of Metropolis was sanctioned by President Dilma Rousseff (PT) in 2015 with guidelines for the planning, management and implementation of projects of common interest in metropolitan areas. The idea of ​​the text is to put an end to disputes or legal uncertainty in the realization of this type of project.

Money for Health: Pending

In the announcement made by the Ibanez team, a few hours before the deputy's signature, the elected government announced that Temer would issue a third interim measure, which is supposed to authorize "the transfer of 300 million additional R $ for the health of the FD".

The announcement has not been confirmed. During a conversation with reporters, before the ceremony at Plbadto Palace, Ibanez said the text had not left because he "needed adjustments". The Presidency of the Republic did not mention this provisional measure in the documents sent to the press.
