The most controversial points, for which there was no consensus, were defined in the bill already approved in the House and pending in the Senate.

Regardless of the outcome, the agreement will have to go through the Court of Auditors of the Union (TCU). The previous leadership of the Ministry of Mines and Energy had repeatedly pointed out that the Union was the debtor of Petrobras, but that the vision of the Ministry of Finance was different. According to these criteria, the value can be lower or higher.

It is only after the agreement that it will be possible to define the rules of the auction on the surpluses, which have not even started yet to to be discussed. The government also said that it could try to move from the oil surplus operating regime to the concession rather than to the sharing. According to estimates, the government could receive $ 100 billion in signing bonuses and this money would be used to pay Petrobras.

Faced with the forecast regarding the outcome of the negotiations, Petrobras' stock rose 5% Monday.
