Judge Rafael Cavalcanti Cruz of the 7th Court of the Treasury found that Crivella is forbidden, for example, to use public machines in the interest of religious groups, to privilege the use public services (such as queues) or religious censuses.

According to the MP, the mayor used the public space and "extrapolated the limits of reasonableness" by promoting a secret meeting with pastors and religious leaders. The meeting was revealed by the newspaper "O Globo".

As a result of the meeting, two indictments were also laid in the House. Both were sidelined after a vote during a special session that interrupted the parliamentary recess.

The magistrate points out that the mayor Marcelo Crivella "probably offended the principle of legality" in the event that called the Café de la Communion. The judge also says that the public administration can not act to prejudge or benefit "determined persons".

He cites a series of religious events held during the administration of Crivella, such as the free Christian Film Festival held at the City of Arts, or the Relief Watch, also held free of charge at Sambódromo .

For the judge, there is a likely violation of the principles of impersonality and administrative morality.
