Until now, the case had been presented by cabinet ministers Borisov 2 and 3, Temenujka Petkova, Rumyana Bachvarova, Nikolay Nenchev and Ivailo Kalfin. They explained to the magistrates that they had signed an unauthorized solution for the vaccines on May 28, 2015. They received it in their cabinets by a courier from the Cabinet and, after meeting him , signed it without Peter Moskov's conviction.

The former Minister of Health is accused of 3 crimes. He is accompanied by his badistant, Adam Persenski, and three employees of the national vaccine production company "BIO BIO".

The vaccines, ceded by Bulgaria, were manufactured by the state company "BIO BIO" and the ministry had to pay it for 440 000 BGN, according to the estimates of the Public Prosecutor's Office. However, the bond was removed after signing a donation agreement with the company providing the Ministry's vaccines. That is why Moskov is accused of having contributed to the conclusion of this unprofitable agreement.

The third charge of the former minister is unmoved. On November 27, 2015, he exceeded his authority and, using his position and the dependence of Lyubomir Dimitrov, head of Bul Biodor, in the office, rescinded the department's obligation to the company. This was done by signing a gift agreement under which the company made a donation to the institution.
