Children under 2 and those who cannot wear a mask due to a disability are exempt from the order, which is expected to go into effect on Monday at 11:59 p.m.
The CDC’s new rule goes further than an executive order signed by President Joe Biden last week that required face masks to be worn on federal property and during interstate travel.
The CDC said that if it “reserves the right” to enforce the order with criminal penalties, it will rely on a system of honor practiced by passengers.
Airlines, which largely enforced self-imposed mask regulations before Biden’s order and the CDC’s new rule, had previously called on the Federal Aviation Administration to issue a federal mask warrant, but the agency has refused to do so, noting that it was not a public health agency.
As of Saturday morning, the United States surpassed 25 million cases and 436,000 deaths amid the coronavirus pandemic.
