CHICAGO – Reversal of course after pressure from city officials and the public, the police department’s oversight board announced on Friday it would release body camera video showing an officer shooting a boy fatally in the chest 13 years old.
The Chicago Police Department’s Civil Review Bureau said Thursday it could not release the video because the victim was a minor.
The boy, Adam Toledo, was shot in the chest and killed early Monday morning after authorities were alerted to possible gunfire in the Little Village neighborhood, a predominantly Latin American community.
Adam was shot dead in an alley following a foot chase, according to a police department statement, which did not disclose the officer’s name. The boy was pronounced dead at the scene, the department said.
Police say a weapon was found at the scene.
Mayor Lori Lightfoot and Police Commissioner David Brown released statements Thursday calling on the Police Civil Accountability Office to release the video, but the office said in a statement it could not do so legally because the victim was a minor.
Adam was the third person to be shot by Chicago police this week, according to NBC affiliate WMAQ in Chicago. The previous two shoots took place on Wednesday.
The TV station obtained a police radio sound in which officers were asked to turn off their body cameras three times, just seven minutes after being called to the scene.
In 2019, a judge ruled in a lawsuit filed by the WMAQ that the law cited by the city in its argument for not posting the video only applied to victims who survived police misconduct and not to underage victims of police misconduct. fatal police misconduct.
The WMAQ had previously said it would file a Freedom of Information Act disclosure request for the body camera video.
The shooting comes months after the city was under scrutiny for how it handled police body camera video showing a woman, Anjanette Young, handcuffed while naked at her home in 2019 in what the service said police called a botched raid.
