The Coast Guard has convened a marine investigation commission to investigate the fire of a design dive boat.
This is the highest level survey on marine accidents in the Coast Guard.
Thirty-four people were killed when the boat caught fire and sank off the island of Santa Cruz at the start of Labor Day. Five crew members survived. The bodies of all but one victim have been found.
