"Colombia is facing a crucial moment to move towards the consolidation of the rule of law through the construction of peace throughout the country and is in this scenario in which the national government must articulate all its efforts to create policies consistent with the needs of the country and the demands and challenges of the post-c onflit ", said in the proposal.
