Mena García is a recognized leader of the Chocó communities. She has been deputy minister of culture and congressman and has received several awards for her work within the department.

She was also special commissioner for Chocó in the legal development of the transitional Article 55 of the Constitution, a group that paved the way for Law 70 of 1993, or the "law of negritude", which recognized the rights Afro communities occupying vacant lands.
