From next February, Families with a minimum income of 1 to 2 who wish to participate in the Propietarios Semillero program can register on the Ministry of Housing website., on the Internet, and evaluate the supply of houses and apartments at prices up to 135 minimum wages, which will be offered for lease with option to purchase.
This was announced by Minister Jonathan Malagón, who added that bidders can also register, with the novelty that there will be space for the properties used, as long as they are managed by formal managers.
The official stressed that the National Savings Fund (ANF) would also participate in the process; that is, this entity will also serve the interested parties. "With this in mind, the first catalog of available housing will be released in April," explained Malagón, who explained that in June 2019, the first grants would be awarded and that a month later, the beneficiaries would would rent their house. "
How is it going to work?
In a conversation with EL TIEMPO, the official stressed that this is already viable, after the signing by the President of the Republic, Iván Duque, of the decree promoting the initiative, which will benefit 200,000 families over the next four years years. The minister explained that the government will pay a subsidy of 500,000 pesos, while each family will contribute 350,000 pesos for two years. Among them, they must allocate 200 000 economies in the same period; the remaining 150,000 will be delivered as co-payment of the lease.
"Once the savings of 4.8 million pesos have been realized, they will be able to apply to the Mi Casa Ya program, with the benefits of the subsidy at the current interest rate," said Malagón, who pointed out that it is there that the whole process takes place. One goal: "Meet the needs of those who have never been eligible for a loan."
In addition, he added, these are potential customers who could not access their own roof due to the difficulty of getting a financial closure. "Therefore, at the end of the two years of savings, the support and recognition of this effort will be represented by the opportunity to enter Mi Casa Ya"he said.
To support the reason for the program, Malagón recalled that the people in the segment who bet on the initiative were spending a lot more in a rent lease, with no possibility of becoming a homeowner. And he added that Five groups will be given priority: mothers who are heads of households, ethnic communities, displaced persons and persons with disabilities.
He also announced that next year, the first 40,000 places will be managed. in 2020, there will be another 40,000. Between 2021 and 2022, the remaining 120,000 will be treated.
More benefits for strata 1 and 2
According to Maria Clara Luque, president of the Colombian Federation of Root Exchange Asset Companies (Fedelonjas), one of the highlights of the program is that "People in strata 1 and 2 will be allowed to establish a credit history, something that is complicated today". Even another advantage is that, since the Nation is the guarantor of the process, the participation of the builders will be more active. In fact, according to Minister Jonathan Malagón, "contracts will have the badurance of rigor".
