Closure of the Llano road: what measures will be taken – Other cities – Colombia

On Friday, the complex situation of continuous landslides at kilometer 58 of the road from Bogota to Villavicencio forced the national authorities to declare the indefinite closure of this road corridor that connects the eastern plains to the center of the country.

Before the instability of the mountain, the closure was ordered until a new order of 1.5 kilometers of track, between kilometers 57 and 58 + 500. According to the firefighters of Cundinamarca, in this sector, they lost about 30,000 cubic meters of land between Wednesday and Thursday.

In fact, because of the same risk situation, the government of Cundinamarca had declared public calamities a few hours earlier in the municipality of Guayabetal.

Following the closing of the Llano road for an indefinite period, the Ministry of Transport announced that it had taken a series of measures to mitigate the effect of constant landslides on a section of the road.

Among these decisions is the order of acceleration of stabilization work at kilometer 58 – where the most critical situation is – and recalls that 120,000 million pesos had already been allocated for this purpose.

These resources add to the additional 115,000 million invested in protection works, two pedestrian bridges and in the extension of the false tunnels at km 46 and 64 + 200. But, in addition, the government is seeking resources for nearly 100,000 million pesos to serve other sites that pose a risk to the project.. It is estimated that there are 136 critical points on the road in total.

The Government also recalled that freight vehicles weighing up to 17 tons and tons of traffic could transit through the Transversal del Sisga (Sisga – El Secreto – Aguaclara – Villavicencio). In this corridor under construction of 351 km, there are 60 working points. The visit can be made between 7 and 9 o'clock.

The other road is Bogotá-Sogamoso-Aguazul-Villavicencio. From there, you can carry freight vehicles up to 52 tons and buses. For this corridor of 577 km, 50 000 million pesos will be allocated to attend critical points and revive some bridges. In addition, Invías will have permanent machines in the event of landslides. This road can be traveled in about 11 hours.

Faced with these alternatives, Colfecar warned that not only travel times increase, but costs, which can be 40% more.

But, moreover, according to Juan Carlos Rodríguez, president of this union, the Transversal del Sisga will be able to mobilize only 36% of the vehicles which generally take the road to go to Llano. He recalled that 63.5% of the freight transported between Bogota and the Meta capital is transported by trucks, and that they can transit through Bogotá-Sogamoso-Aguazul-Villavicencio.

The measures also provide relief to producers and economic sectors affected by landslides in the road corridor. Meta's guilds estimate that at the road closure, farmers, ranchers, tankers and merchants stopped receiving more than 500,000 million pesos. The National Federation of Merchants (Fenalco) has estimated at 43,000 million pesos the daily revenues that this department ceases to receive due to the closure of the corridor.

In this way, a good part of the perishable products consumed in Bogota are also transported, such as bananas, cbadava, pineapple, papaya, citrus fruits, rice, chicken and beef and pork. According to the president of the Colombian Farmers Association, Jorge Bedoya, at least 50% of pork meat consumption in Bogota comes from Meta, as well as more than six million birds dedicated to the production of flesh eggs and table eggs, cattle and rice being planted cross this road corridor.

On the other hand, after badyzing the package adopted by the government for the closure of the road, Guilds and Meta authorities reiterated their request to President Iván Duque to declare the public calamity for the entire department as soon as possible.

The National Disaster Risk Management Unit (UNGRD) indicated that it had emergency plans in areas where difficulties could be more severe, among these seven Guayabetal neighborhoods, in case risk of landslide. Another factor of badysis is the emergence that could be achieved with the Negro River that borders this community.
