The above is due to the fact that "the state has not fulfilled its obligations" in the application of a public policy to the LGBTI community. There seems to be no plan of action to "guarantee the effective exercise of rights".
"For the entity, the naturalization of this type of violence by our society is worrying, the judicial system is reluctant to punish them adequately, and we are used to confining them in certain spaces and activities, condemning them. to forget "
According to figures from the ombudsman's office, over the past year, officials have followed 71 cases of violence and discrimination based on gender identity, of which 75% were transgender women.
"There is constant impunity and institutional violence at hand, for example, in the case of domestic violence, the authorities do not recognize the family forms that constitute transgender people," said the mediator.
The department in which the rights of this population are most violated is Valle del Cauca (Southwest), where 15 members of the LGBTI community have been murdered in the past year.
Of these cases, nine correspond to transgender women and seven of them occurred in Cali, the department's capital.
