According to the investigation, the former senator would have used his influence to favor the Brazilian company in the concession of Ruta del Sol II in 2009 and its addition between Ocaña and Gamarra in 2013.
The former director of the National Federation of Departments was captured on February 13, 2018 in this entity. The Supreme Court of Justice ordered an insurance measure during the filing of the proceedings against him.
The court said the former senator had sought contacts with officials to make sure Odebrecht intervened in the megaprojects and made concessions for millionaire contracts.
