Columbia could have another scooter company

COLUMBIA, MONTH – Columbia City Council will consider an interim agreement Monday night with Skinny Labs Inc., owner of Spin Scooters.

The company wants to bring its scooters to Colombia. It would be the third scooter rental company in the city, after Bird's arrival in Colombia in August and a few months later in Lime.

The tentative agreement establishes the rules and regulations applicable to Spin in Columbia, proposed by the company.

The following rules and regulations are proposed:

• Interim agreements would be a year away.
• A toll-free number and e-mail address, 24 hours a day, would be provided to the public to contact the scooter company.
• Spin would take corrective measures such as rebalancing, relocation and relocation of poorly parked scooters within two hours of a verbal or written notification, otherwise the city will seize the scooter.
• Spin would begin operations in the city with an initial fleet of 500 scooters.
• Spin would pay a regulatory fee of $ 10,000 within 30 days of the effective date.
• Spin would pay $ 1 per day per scooter deployed in the city for a quarterly payment. Staff recommends that 50% of these quarterly fees be deposited in the Transit Fleet Replacement Project Project Element.
• It would be Spin's responsibility to issue a similar bond or bond that the City could rely upon if necessary to cover the costs associated with the verification, removal and storage of seized scooters. The deposit fee will be $ 30 per scooter deployed in the city.
• The scooters would be driven at a speed not exceeding 15 mph on a paved and flat surface.
• The rotation would have the effect of interrupting operations in bad weather and removing scooters from the city's right-of-way when snow is expected.
• Spin would launch a test program using human controllers to ensure compliance.
• Spin would inform riders about the rules and regulations of the city via the Spin app.
• Rotation is required to remove scooters before 8pm. or at dusk, whichever is later.
• Spin agrees to maintain compensation for workplace accidents and employer liability, corporate responsibility and automobile liability throughout the life of the agreement.

The city plans to review the proposed interim agreement and vote Monday at 19 hours.
