The revised iPad mini is pretty much an entirely new device, but with improvements across the board, it comes at a much higher price point.

iPad mini 6 versus iPad mini 5 – Physical Specifications
If you want a small iPad, then the iPad mini 6 is smaller than its predecessor, most of the time. And only a little.
