In a one-page order, Judge Ray Lohier Jr. allowed a joint expedited motion filed by Trump's lawyers and the House Financial Services Committee and the House Intelligence Committee, which issued subpoenas to Deutsche Bank and Capital One.

The subpoenas are in some cases a decade of personal and professional documents belonging to Trump, his company, his children and his son-in-law Jared Kushner.

Last week, Judge Edgardo Ramos of the US District in New York became the second federal judge to deny Trump's attempts to block the subpoenas to appear before Congress. Ramos' decision to allow subpoenas from the bank followed that of US District Judge Amit Mehta in Washington, who rejected Trump's efforts to prevent the House's oversight committee from obtaining documents from Mazars USA, his long-time accounting firm. Trump appealed the decision rendered in Mazars and the Washington Court of Appeal decided to expedite that appeal.

In both cases, the House decided to expedite the appeal, even though the decision was favorable to it in order to avoid an appeal process that may take years to operate in the system.

Lohier did not set a date for the pleadings but asked the clerk "a plea of timing in this case for the week as close as possible after the end of the briefing". The final answer is expected by July 18th. A court official said the pleadings would likely be heard in August or September.

In last week's decision, Ramos unilaterally rejected Trump's arguments that the subpoenas issued by Democratic members of the House were intended to harass the Speaker and were not used for any legislative purpose.

Ramos rejected Trump's request for preliminary injunction stating: "Without the power to investigate, including of course the power to compel a witness to testify, either through his own process or through A trial, Congress could be seriously handicapped in its efforts to exercise its constitutional function wisely and effectively. "
