The agricultural sector has benefited from additional benefits by funding 50% of insurance policies to protect market effects. harvests and interest rates of loans granted, as well as losses caused by drought, higher than those covered by insurance, which amounted to 159 million pesos.

A total of 83 companies closed the year with losses not expected, with a negative result of 167 million pesos, so they must continue to work to eliminate the causes that cause it. Como se recordará, el Primer Vicepresidente, Salvador Valdés Mesa, había sido designado, mediante igual procedimiento, en la Sesión Constitutiva del pasado 19 de abril.

También en la agenda de la primera jornada, los parlamentarios cubanos tienen programado  considerar el Informe de liquidación del Presupuesto del año 2017, y el Dictamen correspondiente presentado por las comisiones de Asuntos Económicos, y de Asuntos Constitucionales y Jurídicos.

Como antesala de los debates sobre el Proyecto de Constitución que tendrán lugar a partir de hoy, los diputados agrupados en las comisiones de trabajo dedicaron dos días a estudiar individualmente, y otra jornada a evacuar dudas e intercambiar con miembros de la Comisión que redactó el nuevo texto.

El Proyecto incluye un Preámbulo, 224 artículos, divididos en 11 títulos, 24 capítulos y 16 secciones, y mantiene los fundamentos políticos del Estado socialista y revolucionario.

BASES CONSTITUCIONALES DE ESTA REFORMA ARTÍCULO 137

Esta Constitución solo puede ser reformada por la Asamblea Nacional del Poder Popular mediante acuerdo adoptado, en votación nominal, por una mayoría no inferior a las dos terceras partes del número total de sus integrantes, excepto en lo que se refiere al sistema político, social y económico, cuyo carácter irrevocable lo establece el artículo 3 del Capítulo I, y la prohibición de negociar bajo agresión, amenaza o coerción de una potencia extranjera, como se dispone en el Artículo 11.  Si la reforma se refiere a la integración y facultades de la Asamblea Nacional del Poder Popular o de su Consejo de Estado o a derechos y deberes consagrados en la Constitución, requiere, además, la ratificación por el voto favorable de la mayoría de los ciudadanos con derecho electoral, en referendo convocado al efecto por la propia Asamblea.

PRINCIPIOS IRRENUNCIABLES

El socialismo y el sistema político y social revolucionario, probado por años de heroica resistencia frente a las agresiones de todo tipo y la guerra económica de los gobiernos de la potencia imperialista más poderosa que ha existido y habiendo demostrado su capacidad de transformar el país y crear una sociedad enteramente nueva y justa, es irrevocable, y Cuba no volverá jamás al capitalismo.
