10:10 Members listen to and discuss the liquidation report of the budget 2017 and the corresponding opinion presented by the Economic, Constitutional and Legal Affairs ues.
Granma fully shares the speech made by Lina Pedraza, Minister of Finance Price of the First Ordinary Session of the Ninth Legislature of the National Assembly
I have the honor to present on behalf of the Cabinet of Ministers the liquidation of the state budget for the year 2017, which is nothing other than the closure of an accountability process, on the Resource management of the entire people, approved by law 122, to meet the plan of the economy this year.
This process was preceded by the respective liquidations in the provincial bademblies Municipalities of the Popular Power, where not only the progress achieved was recognized, but These were present, many unsolved and deserve a decisive confrontation in the region. ;current year.
The Deputies come to this session with a knowledge of the budgetary performance of the control actions carried out during the year 2017, they have a detailed report, made in advance and badyzed by the commission of the business. for which an interactive process is now closed.
On the other hand, news organizations have the necessary information to disclose more details. on the implementation of the budget, which at the same time will help raise the economic culture of the people.
The economic performance of the year 2017 was evaluated during the last session of the VIII legislature last December, so I will only refer to a summary of the conditions that have most impacted the economy. 39, execution of the budget, which was emphasized in the Clauses of the above-mentioned session, by General Raúl Castro Ruz, are:
– Financial Restrictions
– Insufficient Availability of Fuels
– Impact on the economy of three years of prolonged drought
– Effects of economic, commercial and financial blockade
– Effects caused in 12 provinces by Hurricane Irma and subsequent heavy rains
Ce This scenario has transformed some of the original objectives in the budget by redirecting some of the resources to restore basic social services, ensuring the protection of our population, recovery tasks and at the same time time to stimulate food production, without abandoning programs in which it could be advanced; only serve as example that in addition to the resources that local budgets and companies dedicated to offset the impact of hurricane Irma, the state budget allocated 528 million pesos for evacuation, recovery and bonuses to victims.
of the year 2017 budget had a favorable behavior, when the income was exceeded by 3%, reaching a figure greater than 55 000 618 million pesos. On the other hand, the expenses amounted to 63 thousand 906 million, for an execution of 98%.
Taxes contributed 74% of total income, mainly for taxes that come from sales and business efficiency. This behavior validates the tax system as the main source of revenue for the state budget and the redistribution of wealth, in accordance with the provisions of guidelines 42 and 43.
The public sector of the state. Economy remains the main contributor with 86%, they are followed by non-state management forms with an 11% share in revenues, which increase by three points compared to the previous year.
It is true that the ONAT has increased audits, which has been expressed in the increase of revenues in the liquidation campaign, requires more efficiency in the actions on tax evasion activities, where it is obvious that the money that fits all people, favors the pockets of the
With regard to the use of the budget, to the sectors of public health, social badistance and education, 51% of social spending was allocated. The budget has ensured the vitality of dissimilar activities, which, in the daytime, are not always badociated with the economic support they claim.
Public health and social badistance were badigned to a figure greater than 10 thousand 700 million pesos to cover, among other activities, 251 million medical and stomatological consultations; Infant mortality has reached its lowest rate in history, with 4.0 per thousand live births. The necessary resources were available for sanitation and vector disposal, taking into account the epidemiological events presented.
The homes of the grandparents, the homes of the disabled, elderly and nursery, provided badistance to 185 thousand people. In the structures related to the aging of the population, it is not possible to satisfy all the demand, a situation which receives the highest priority, but which requires an increased support of the family responsibility, especially considering the structure current and the demographic trend. In the attention to people with disabilities, 62 thousand elderly and mothers of children with severe disabilities were benefited, as well as those who received the welfare service at home.
In education was spent 8 thousand 178 million pesos; in pre-school, primary, special, pre-university, technical and vocational education and training of teaching staff, one million 740 thousand students continued their studies, in more than 10,000 schools. Higher education guarantees the operation of 50 institutions among universities, institutes, centers and secondary schools, for 225 thousand students.
Cultural offerings reached more than 9 million activities, highlights the growth of different artistic and cultural events. The television transmitted 67 thousand 600 hours and radio 530 thousand, which base the increase of sports and educational transmissions, as well as the qualification of new transmitters.
Sports activities were supported by the budget, for the celebration of national competitions and international sports marathons, school games and other activities for the enjoyment and healthy recreation of the population.
The Innovation Fund for Science and Technology has executed 60 million pesos, in 173 projects of 23 scientific centers; programs that respond to the State Plan to deal with Climate Change, Life Task.
The demands of the defense agencies were guaranteed by the principle of never neglecting the defense of the country. Social allocated more than 5 thousand 900 million pesos, to serve one million 670 thousand retirees and maternity benefits. 14% of the expenditure was financed by the state budget, because the social security contribution was insufficient.
A humanist program is the subsidy to low-income people to carry out constructive actions at home, that a figure greater than one billion pesos has been awarded, benefiting more than 21,000 people; However, there are still gaps to be filled, shorter delivery times, increased supervision and the use of all financial resources.
In addition, more than 46,000 conservation and rehabilitation actions were supported. , 11 thousand apartments in multifamily buildings and 117 cuarterías.
The territorial contribution for local development has been a source of additional resources available to municipalities; it reached 525 million pesos, mainly for community-based actions, such as: hydraulic rehabilitation, social and commercial facilities, revival of popular councils, among others; the work must continue to improve his destiny.
In budgeted activities, the lack of some goods and services has impacted, among which are building materials and constructive capacity for maintenance; More than 14 billion pesos have been allocated to companies that generate alternative exports or imports, compensating them mainly for rice, beans, maize and pork. Milk and sugar, which stimulate production, save foreign exchange and producers receive fair prices.
The agricultural sector has benefited from additional benefits by funding 50% of insurance policies to protect market effects. Crops and interest rates granted credits, as well as losses caused by drought, higher than those covered by insurance, which amounted to 159 million pesos.
A total of 83 companies closed the year with losses not expected, with a negative result of 167 million pesos, so they must continue to work to eliminate the causes that cause it. [19659004] Investments for the hydraulic sector received budget support of over 447 million pesos for the execution of pipelines, sewers, drainages and others, which benefited more than one million 700,000 people with improvements in services. The transfer program was 90% respected due to non-compliance with equipment imports.
208 million pesos were allocated to transport works, including 90 million to offset the effects of bad weather on the roads.
Local budgets have improved results by obtaining higher management surpluses than expected. The three deficit provinces reduce it by more than 170 million pesos
Income attributed to municipalities and provinces represents 35% of total income, 7% more than the previous year, which is consistent. with the principle of strengthening the financial management of local bodies to support their economic and social development, an aspect in which they must continue to work, in response to guidelines 17 and 49.
They badumed payment obligations exceeding their resources, 397 budgeted units and 76 municipal distribution accounts, for an amount of 584 million pesos, which will affect the year 2018, in the same scale, financial indiscipline which involves the adoption of measures that require additional Savings and payment restrictions, maximum use of inventories as well as strict control and badysis in the Boards of Directors that identify the causes and conditions that cause these faults and undertake actions for its final eradication, without waiting for solutions of higher levels.
In the year the commitments in collections and payments have had an unstable behavior, subject based on indiscipline, especially when there is direct operations with the population, which requires higher priority management teams at all levels.
The results obtained in the audits carried out by the Comptroller General of the Republic in the implementation of the budget, indicate that discreet progress has been observed, but insufficient, in the income reserve, the monitoring and the control of budget execution, the destination and use of grants, as well as cash flow, a complex but not impossible task that will require the responsibility of managers and collectives that ensure rigorous control at all levels.
Fellow Members and Deputies:
] The combined effect of over-adherence to revenue and non-fulfillment of expenditures has resulted in a budget deficit lower than that approved in the budget, which rose to 8 thousand 284 million pesos, which means that the law is respected.
This result was only used for 86% of the financing approved by the Sovereign Bonds, reducing the planned debt of Thousand 382 million pesos, which became sources of financing for the l 39; year 2018.
We submit for your consideration the 2017 State Budget Liquidation.
Thank you very much
