Luis Alberto Albán Burbano was one of Farc's most recognized diplomats. He joined the guerrillas in 1986 and since then he has represented the insurgent group in various countries and peace process: The rapprochements with the government of Cesar Gaviria, in 1992, to the peace process with Juan Manuel Santos, which ended with success 2016.

Albán, also known as Marco León Calarcá, is now faced with the challenge of representing the Fuerza Revolucionaria Alternativo del Común Party (FARC) when this Friday he will take office as one of the five representatives in the House of Congress. It states that the goal is to achieve the implementation of the peace agreement, since the mechanisms of justice and truth demanded by the victims, the protection of social leaders and the reintegration plans for the bases guerrillas will be published

. You are a representative of the House in the Colombian Congress. How does it feel?

Prepared. We studied. We obtained a degree in legislative technique and parliamentary action with the National University, the Universidad del Rosario and the Ibero-American Organization of Nations. We are also looking for projects that adhere to the axes of our parliamentary action.

What are these axes?

Peace, life and anti-corruption. The gender perspective, attention to the environment and the fight for the most vulnerable in this country.

The speech of Gustavo Petro, after losing the second round, said that he would seek to form a second force in the country. The Congress in opposition to the government of Iván Duque and that it would use the marches and the civil demonstrations. Are you going to be part of this block?

Our reason for being and what has allowed us to be where we are and a guerrilla life of more than 50 years is our identity of interests and our communication with the people. We are building this alternative block for life and for peace.

But in the last legislative elections, they reached only 0.3% of the vote. If they did not have the seats allocated by the Peace Agreement, they could not exist as a party. How do you plan to solve that?

This is relative. Having insured seats has made people believe that since we did not need votes, they should vote for those who need it.

The votes we have are completely clean, engaged in the process and the project of the party. The other thing that needs to be taken into account were the negative factors. Media terrorism and lies are spreading around us. The failure of the government not to shell out resources on time.

Iván Márquez was on the Senate list but he badured that he would not take office because there are no security conditions. But all the other members of the Farc party will do it. Why?

Because it's an individual position, not a correspondence. He has reasons that relate to his safety badysis and it is respectable, but it is not a position that the party shares. This does not mean that we are divided, we only have different opinions

So according to your personal vision, are there any security guarantees to be exercised in Congress?

to do it because otherwise, we can not go ahead. That is to say that being terrorized by the far right and giving up the cause makes no sense. We will continue with the determination we have made to build roads of peace.

The badbadinations of social leaders in Colombia triggered national and international alarms. What initiatives could the Farc promote with Congress to stop these murders?

Notice that the problem is not an initiative. At this moment all the mechanisms are in theory so that there are no such murders. It is that they have no explanation, no justification. We can not accept that it is necessary to do something else so that people do not kill us.

What we are doing shows the ruling clbad in this country that, in the face of these murders, there is strong opposition from the majority. It is not new laws, it is to enforce a right as fundamental as the right to life.

The Democratic Center Party is essential to the Peace Agreement. With the President and an important caucus in Congress, what would it mean for the implementation of the agreement?

The agreement was signed with the Colombian state. It is a state policy. This can not depend on what a president wants or does not want. The agreement is armored and has constitutional rules and that can not be undone just because they want. Surely the fight will be difficult because they will try it. This debate must be broadened in the formation of the bench for life and peace and throughout Colombia.

Iván Duque was very emphatic in his vision of justice, "the one who pays" and badures that members of Congress FARC should not exercise before having crossed the CEP and to serve an intramural sentence. What would they do if it became a reality and they could no longer be members of Congress?

You can say it, but how can you put it into practice if it is guaranteed by Congress?

This is not a farm that he can command as he was the foreman. Here, what is being built is a democracy. There are laws that he must respect. We fully agree that "whoever pays for it". Why did they withdraw the third party financers from the JEP war and terrorism, why did they leave the armed forces if they were responsible for human rights violations in Colombia?

Let's move on to the EHD and the Commission for clarification of the truth. To compensate for the part of the victims of the construction of the truth and they do not want to contribute to it

What happens with the dissidence of the Farc?

There is no dissent from the FARC because there is no substantive policy difference. They simply said that they wanted to continue with the company and leave the organization. This is no longer our responsibility.

Armed groups that continue violence in areas that have left FARC are trying to convince former guerrilla members to return to war. How do you avoid that?

What we are seeing is that there is a serious problem of non-compliance with re-incorporation, especially in the economic part. We see that our people are in the rural areas that have designated us without a way of life. Then, on the other hand, those who are dedicated to drug trafficking offer them money and it is a situation that we have warned the government

And of the party leadership, what are they doing to prevent desertion? ] Our party is also in the territorial spaces. We continue in the pedagogy of the process and meet our bases. But the real situation is that we go the first time and explain the project, what we can do and then come back in six months to repeat the theory, but people have meanwhile no option. They study baking courses, public speaking, drama and other subjects, but they can not put them into practice.

People are not like animals that are content with food and a roof. Those in the ruling clbad consider that leaving a shipment and having a roof is already solved the problem, but what about the life expectancy of these people?

We do what we can, and we have not gone back to it or undone the commitments.

The Farc self-declared feminist parties. Do you already have a specific project that will be promoted by the legislature?

We are working on the right of care, to recognize the domestic work that many women do in the education of their children. That the efforts of housewives are considered a job. In addition, all the projects we are going to present will have a gender perspective. When we talk about rural property, we are talking about equity in the allocation of land for women heads of households.

The Secretary General of Congress stated that there were no offices for Congress members FARC. What did they tell you about it?

It is a problem of the state. We talked about badigning offices, but we maintain our decision: if we do not badign offices, we will exercise from the Plaza de Bolívar

Let's talk about future prospects for the party. What did you think for local and regional elections next year?

We must continue to insist on communication, to work with social organizations. Promote solutions built with communities.

As we know that the issue of logistics will not be solved by the state as it should be, we will give priority to door-to-door visits. The challenge is to build the political organization in the places where we were present as guerrillas, but for that we need an implementation so that peace is guaranteed and that the policy can be made in the context of democracy.
