Apple said James’ report detailing numerous allegations against the governor “could have authorized” the executive assistant in question to proceed with her criminal complaint this week.

Cuomo has publicly denied any wrongdoing, saying Tuesday that he “had never touched anyone inappropriately or made inappropriate sexual advances.”

James clarified that his investigation was civil in nature and that there were no criminal consequences of their report.
