Dead State Aggression at Cal State Fullerton: Local Media Announced the Arrest of the Murder

Steven Shek Keung Chan, 57, former budget director at the university, was found Monday in a car on a campus parking lot. He was declared dead on the scene.

Fullerton police on Tuesday released a sketch and video of a suspect who apparently had searched for Chan and stabbed him to death, authorities said.

The surveillance video showed the suspect running near the crime scene and leaving a parking lot in a black four-door sedan with black wheels and tinted windows, which would be a newer model, the BMW X6.

Fullerton's police published a drawing of a man suspected of stabbing the suspect.

Police believe that Chan's attacker has left a backpack containing an incendiary device and items that could be used for an abduction under the car, authorities said. The backpack also contained a knife, which was not used for stabbing, as well as fasteners, wigs and other disguise materials, the police said.

Chan retired as Budget Director in 2017 and had recently returned to the position of Consultant in the International Affairs Office.
