Rogel Lazaro Aguilera-Mederos, 23, was charged with homicide on a vehicle, 6 counts of first degree assault and 24 counts of attempted first degree assault, among others, District Attorney Pete Weir said.
Detained at the county jail on a $ 400,000 bail, Aguilera-Mederos was to be officially informed of his charges later on Friday.
Accumulation of 28 vehicles occurred on April 25 in the eastbound lanes of Interstate 70 at Denver West Parkway.
"Aguilera-Mederos would have gone east by driving a semi-tractor and a trailer when he lost control of his position and crashed into blocked traffic after an accident previously to Highways I -70 and Ward Road, "said the office.
Investigators say that Aguilera-Mederos told them that he was driving at 85 mph when his brakes broke. He tried to put himself on the shoulder to avoid traffic jams, but another semi stopped there, an affidavit of arrest shows.
Four Colorado residents were killed in the accident: Doyle Harrison, 61, of Hudson; Miguel Lamas Arrellano, 24, of Denver and Stanley Politano, 69, and William Bailey, 67, both of Arvada.
The affidavit on the arrest indicates that more than two dozen vehicles were engulfed by a "big fire". Four people were injured.
The Denver West Parkway Bridge over the I-70 suffered extensive structural damage due to the fire, authorities said.
