I prefer the expertise of others than the Mayor of Bend and the County Health Director, both of whom are low on the totem pole when it comes to being credible, IMHO.

Exposure / infection occurs as do colds, flu and other strains of COVID. This has long been known and shared on the public forum. By the CDC –

It is a pandemic and therefore cannot be controlled as long as the vaccination is not in progress.
