Hays told lottery officials that she was shopping in Burlington, Iowa, when she decided to buy two tickets for the Powerball. The schoolteacher said she had won $ 12 on the first ticket when she had tied the Powerball and $ 2 million on her second play ticket, but that she had missed the Powerball, according to a press release posted on the Powerball website.
