The Miami Dolphins named Ryan Fitzpatrick their starter for the first week against Josh Rosen.
The coach Brian Flores announced the news to reporters Thursday's pre-season finale against the New Orleans Saints.
Neither Flores nor Fitzpatrick played Thursday, leaving questions about Flores' orientation. Starters usually sit during the fourth week of the pre-season.
Flores: "The best move for the team"
"After a thorough evaluation, the OTAs, the training camps, the games, we felt it was the best decision of the team," Flores told reporters.
The decision ends the last remaining quarter of competition in the NFL.
Rosen led 14 pre-season orders, completing 65.2 percent of his pass attempts for 352 yards with an interception and no touchdowns.

Fitzpatrick led 11 assists, completing 53.1% of his passes for 166 yards with a touchdown and no interceptions.
The Dolphins signed a two-year contract between Fitzpatrick and the 14-year-old NFL veteran, having spent the past two seasons with the Tampa Bay Buccaneers.
Why did the dolphins trade against Rosen?
When the Dolphins traded a second-round pick against the Arizona Cardinals Rosen during the off-season, many thought Miami would give the sophomore a chance to prove themselves as an NFL starter.
The Dolphins are widely regarded as one of the worst teams in the NFL with little to play for this season.
The Cardinals recruited Rosen 10th overall in 2018 on UCLA, but they also recruited No. 1 overall Kyler Murray this year to play with rookie head coach Kliff Kingsbury.
Can Rosen still have his shot in Miami?
Fitzpatrick, 36, is a known product and is clearly not part of the Dolphins' long-term plans.
He is one of the most unstable quarters in the league and could inspire a change of position at any time.
Rosen may still have this chance this season to prove his value as a starter, but that will not happen in the first week.
