Is Qatar serious in its call to resolve disputes between Arab countries?

Qatar calls for the settlement of disputes between Arab countries, based on the principle of dialogue and respect for the sovereignty and independence of States and non-interference in their internal affairs, an invitation of Sultan bin Saad Al-Muraikhi, Qatar's foreign minister, is Qatar really serious? Or is it just a propaganda for media consumption?
