Terwilliger emphasized the magnitude of the bust.

Despite the 35 arrests, four people in the drug trafficking network are still fugitives. Hampton police chief Terry Sult said the news of the bust should serve as a warning to other dealers. He said the authorities are "implacable".

"If you are using firearms, you are trafficking drugs and you are hurting people in our communities, that is the group of people who are picking on you," Sult said.
