It is unclear whether the Department of Justice will find any wrongdoing on the part of the agency.

Democrats say the findings of Mueller's investigation have not cleared Trump's charges of obstruction for excesses, but that the special council could not accuse the president because the rules of the Ministry of Justice prevented the laying of charges against a sitting president.
