The video has become viral, with tens of thousands of views.

The WFLA reports that the video also shows the woman who kicks the dog.

People called for the arrest of the woman and got their wish on Friday.

According to the Tarpon Springs police, Michelle Sieber, 26, is the woman featured in the video, which was recorded by Vincent Minutello around 10:45 Friday morning.

Sieber is seen violently pulling his dog, then hanging his body in the air while he gasps.

It was too much for Minutello, who faced Sieber.

"Hey, can you go a little easier on this dog, do you like it?" Minutello tells Sieber in the video.

"You want it?" Sieber request.

Minutello tells Sieber that she can not do what she does.

"Shoot his collar?" Sieber request.

"You smother it," says Minutello. "You hang your dog."

"I'm not suspending it," Sieber replies.

"He's sitting next to his neck and he can not breathe, if you look at him," said Minutello.

"Well, he stays here, he will not be fired," Sieber replies.

"OK, well you can not -" begins Minutello.

"That's how collars work," says Sieber.

Sieber, who was arrested in 2012 and suspected of beating an elderly person, is the daughter of Tarpon Springs city commissioner, Rea Sieber.

Michelle Sieber lives in a camper behind her mother's wine shop.

Police found her in Clearwater, Florida on Friday afternoon. They sent her to prison and accused her of animal cruelty.

The control of the animals took his two dogs. They did not seem to be hurt.
