Paris – Some 1.2 million bank change requests were processed in the year following the launch in early 2017 of measures for bank mobility, but the UFC-Que Choisir denounced the "gaps" of the device.
The Consultative Committee on the Financial Sector (CCSF), a joint body responsible for studying issues related to the relations between the financial sector and its clients, has carried out the first badessment of the bank mobility service since it was launched in February 2017, in the framework of the Macron law.
This device, intended to facilitate the change of bank, requires establishments welcoming a new client to take care of the transfer procedures of its current account and the badociated withdrawals and transfers.
According to the banking networks, 45% to 60% of requests for bank mobility resulted in the closure of the account concerned, the report states.
In case of account closure, " all the establishments keep in their base the coordinates provided by the customer and write to him in case of incident (checks or debits) arriving at the account during the 13 months after the mobility ", it is specified.
On the customer side, 85% of the beneficiaries of the bank mobility service surveyed said they were satisfied, according to an OpinionWay survey conducted on behalf of the CCSF.
But the UFC-Que Choisir, consumer advocacy badociation, denounced poor results.
" The balance sheet of the CCSF is accommodating in the indifference of a level of banking mobility hungry said its president Alain Bazot, quoted in a statement.
" While more than one in five consumers (22%) wanted to change banks in the past year, it is striking that more than three quarters of them (76%) did not dare to cross the Rubicon ", deplores Mr. Bazot, attributing this reluctance to" malfunctions "already pointed by the organization in September 2017.
The president of UFC -That Choices appeal to parliamentarians to bring " on the occasion of the examination of the Pact Act solutions to the most powerful brakes to the banking mobility, in particular the domiciliation of the income within the framework of the mortgage and the cost of transfers of savings products ".
According to this report of the CCSF, the respect of deadlines for the exchange of data between banking institutions " are now respected after a difficult break-in period of a few months linked to the precipitous entry into force of the regulations ".
In detail, the host bank has two working days, after signing the mobility request, to ask the bank of origin all useful information on checks not debited, valid debits and transfers over the last 13 months and having to change their banking domiciliation.
Upon receipt of the request, the home bank is then required to provide this information within five business days to the host bank.
Finally, once provided with all this information, the host bank must send the new account details to companies issuing debits or transfers within five business days.
About 73% of the large firms surveyed by the CCSF, a quarantine, said they had no difficulty meeting the 10-day deadline for changing bank details of their clients.
