Nantes Métropole and Carène have just renewed the contract operation of the Waste Treatment and Recycling Center (CTVD) of Couëron (44) to Veolia Recyclage & Valorisation des Déchets, for a turnover of 332 million euros over fifteen years including 45 million euros of work. This new market, which will begin on 1 March 2019, is in line with the energy transition law and will focus on the recovery of 185,000 tons of waste received. The latter will produce 30,000 MWh of electricity per year, equivalent to the annual consumption of 1,900 households. The plant also produces 75,000 MWh of heat, the annual consumption of 7,100 equivalent units (7,100 homes of 80 m2 occupied by 4 people each). This heat will be used to supply steam, as of October 2019, the urban heat network of the Nantes Metropole and an industrial with 28,800 MWh of steam.

Global waste recovery sector

The Couëron CTVD (44) currently employs 90 people. The activity of the site revolves around three complementary tools which will make it possible to valorize the 185.000 tonnes of waste received and foreseen in the new market: the energy recovery of the household waste, the sorting of the selective collections and the treatment of all-come

Over the years, the site has adapted and modernized, anticipating the new European standards and engaging in a global environmental approach, which has allowed it to obtain five certifications: Iso 9001, Iso 14001 , Iso 18001, Iso 50001, Biodiversity Commitment. With this new market, 45 M € of work are planned on the CTVD.

The energy recovery unit (UVE) valorizes 98% of household waste in energy, embankments, ferrous and non-ferrous materials and underlayments roads (slags). It produces energy through the combustion of waste, namely electricity and steam. By 2020, the site will produce 30,000 MWh of electricity (compared to 22,000 today), the equivalent of the annual consumption of 1,900 households. The plant also produces 75,000 MWh of heat, the annual consumption of 7,100 equivalent housing units (7,100 homes of 80 m2 occupied by 4 people each). This steam is now used to feed, in part, the process of Arcelor Mittal site which adjoins the CTVD. From October 2019, the plant will supply steam to the urban heat network (RCU) of Nantes Métropole and will continue to supply Arcelor Mittal with 28,800 MWh.

The selective collection sorting workshop (ATCS) A new unit will be completely rebuilt and will be able to sort close to 45,000 tonnes of selective collection per year from 2020. This installation will have a state-of-the-art process and will present two notable innovations in the sorting of plastic resins. Thus, in the continuity of the past performances, the site will value 100% of the waste coming from the selective collections of the households of which 96% in material valorization (directed towards recyclers) and 4% in energetic valorization (refusal of sorting.)

L Solid Waste Fuels manufacturing unit allows the treatment of a part of the all-come from Nantes metropolis waste. The latter are badociated with the sorting refusals of the selective collection as well as with some external contributions in order to achieve a quality CSR that can then feed dedicated boiler rooms.

A commitment to biodiversity and an educational vocation

In 2016, the CTVD was the first industrial site to be awarded by the ECOCERT Environnement organization, the Biodiversity Commitment certification. While developing industrial activity, Veolia focused on preserving and enhancing the site's ecological potential. For example, the endemic plant Angélique des estuaires is protected and a biodiversity area has been created at the entrance to the site. Veolia is committed to combining the exploitation of an industrial site with the education of the general public through educational and instructive tools. The Ecopole, privileged communication space within the site, will be completely redesigned for September 2020 to offer news content and more and more educational media.
