Afternoon loaded for deputies Tuesday. Since 3 pm, the National Assembly has been considering two motions of censorship, one on the right and one on the left, tabled last week following the Benalla affair. 19h42: the second motion also rejected. There was even less suspense than for the first motion, rejected: the second motion of censure, tabled by the three leftist groups in the National Assembly, was not adopted. With 74 votes, the absolute majority of 289 votes is again not reached. The meeting is closed and the government remains in place.

6:35 pm: the first motion defeated. It was expected, it is confirmed: the motion of censure deposited by LR was not adopted. With 143 votes, it does not reach the absolute majority required (289 votes). Explanations of vote on the second motion of censure are linked. Sébastien Jumel (GDR) defends her with strength while Isabelle Florennes, for the MoDem, rejects her, as well as Bruno Questel for LREM.

Called to the podium for the group Nouvelle Gauche, Olivier Faure defends a motion of censure that he co-signed, while stating that "the goal is not to bring down the government". Mathilde Panot of the unsubstantial France, she denounces an "unbreathable atmosphere" in a "monolithic" Assembly where any debate has become impossible. And charge the majority for his "obstruction of the truth" in the case of Benalla.

17h26: we go to the explanations of vote. The time has come for explanations of vote. First on the motion of censure from the right. Guillaume Larrivé, the co-rapporteur of the commission of inquiry who suspended his participation last week, and MP LR, obviously supports it. This is also the case, and it is less expected, of the communist group. On the side of the MoDem, on the other hand, one denounces an alliance against nature of the oppositions.

While acknowledging that the motion of censure of the LR is "legitimate", because the Benalla case is "serious", the group New Left do not want to vote. Because its goal is not to overthrow the government to replace it. In contrast, France Insoumise is determined to bring its voice to LR. Unsurprisingly, the LREM deputies denounce a misuse of the use of the motion of censure.

17h07: Richard Ferrand closes the ball. The president of the LREM group, Richard Ferrand, is the last to speak. He regrets that the "beautiful stakes" are not on the agenda. "These two motions of censure which concern us have something rancid, swampy, at the antipodes of the debate of ideas.They are the symbol of politician maneuvers which no longer deceive many people."

Richard Ferrand denounces the blockage of debates on constitutional reform. "You are trying to uncover a conspiracy that does not exist," he says, pointing to the "bitterness of defeat" and the "desire for revenge" of the opposition. "Today is the sellout of censorship motions, two for the price of one.They will end up in the archives of the National Assembly, among the least glorious in history."

17h02: Sébastien Chenu (RN) speaks for non-registered. With less time than his colleagues, Sébastien Chenu (RN) goes to the podium. "The Benalla-Macron case is the small grain of sand that brings to light a mechanism," he says. "Our democracy is deeply mistreated, we see an authoritarian drift in our country, a kind of soft authoritarianism badly concealed behind a benevolence facade." According to Sébastien Chenu, the Benalla case shows the constitution of a "Praetorian Guard" with the President of the Republic.

 4:48 pm: Mélenchon castigates the "Nickeled Feet of the Elysee".  Jean-Luc Mélenchon speaks for the group of France Insoumise and points to the "Nickeled Feet of the Elysee", Alexandre Benalla and Vincent Crase. He denounces the lack of response from the government so far, the communication of the Elysee, and the "unbroken chain of turpitudes at the top of the state." Jean-Luc Mélenchon continues by calling for a 6th Republic and the implementation of a constituent. 
 16h32: Valérie Rabault speaks.  The president of the group Nouvelle Gauche (PS), Valérie Rabault, goes up to the tribune. She believes that with a real effective sanction from May 1, "there would have been no case Benalla". "But it seems to have been covered," she regrets, before lambasting more widely the "conception of power" of the government and the majority. The MP castigates the management of the hearings in commission of inquiry and the refusal, by elected officials LREM, to expand the list of people heard.  16h17: Franck Riester speaks for the group UDI, Agir et indépendants.  "The facts revealed by the Benalla case are serious," begins Franck Riester, who is also called to the rostrum. "Our compatriots have the right to know the truth." The MP denounces the interference of "political trial" in parliamentary investigation procedures. He regretted the "lamentable spectacle" given to the Assembly, notably the blocking of the debates on the constitutional reform, then the "astonishing time of the commission of inquiry". Franck Riester took the opportunity to violently attack these elected officials who changed to "political prosecutor" before "kill the commission of inquiry". "It is to be believed that the search for the truth interests less certain than the political recovery."

 Nevertheless, the member qualifies his statement by calling the government to nuance its constitutional reform project and better take into account the intermediary bodies in general. 
 16:01: Marc Fesneau returns the opposition to his "incomprehensible alliances".  Now it's up to the group leaders to speak, starting with Marc Fesneau for the MoDem. He denounced the "improbable and incomprehensible alliances" of the right and the opposition left, which he said had "given up their sense of history and their own responsibilities". "What do you have in common – nothing – do you share the same institutional vision of the country – not even – there is only one motive for your attitudes: you still have not accepted the fate of the 2017 ballot boxes. "
 15:55: Edouard Philippe defends government policy.  In his response, the head of government moves away from the subject to defend the entirety of the reforms undertaken in the last year. Then, he sketches the future projects, from retirement to poverty. "Off topic!" Shouted the opposition. 
 15h36: Edouard Philippe at the tribune.  The prime minister is called to answer the opposition. He is entitled to a standing ovation of LREM deputies and boos of the opposition. His line of defense is clear: he relies on the fact that the so-called "big Benalla affair" is only a matter of bad individual behavior. "It is the case of malfunctions in the preparation and conduct of this observation mission [celle de Benalla]," he says. "This is unacceptable, I said before your Assembly and before the Senate, but what must have been done."

 The head of government also takes up an element of language largely developed by the majority in recent days: " the exemplary Republic is not the infallible Republic. " He also criticizes the constitution of parliamentary inquiry commissions while an instruction is in progress. "It's an institutional confusion," he says. Finally, Edouard Philippe denounces a "political instrumentalization" and "a desire to achieve" Emmanuel Macron.  15h21: André Chbadaigne's turn.  The leader of the GDR group rises to the tribune and has no words more tender than his colleague LR. "This scandal reveals the excesses produced by a hyper presidentialist regime," he said, before criticizing the commission of inquiry of the National Assembly that "ends in indignity after only six hearings." 
 For André Chbadaigne, the LREM deputies are "digrers, silent intestines of the Elysian mouth". The Communist deputy broadens his remarks somewhat by criticizing the entirety of the "neo-liberal" policy of Emmanuel Macron, between "gifts to the first roped" and rising CSG for pensioners. 
 15h: Christian Jacob denounces "shadows".  First to speak for 15 minutes, the leader of the LR group in the Assembly is strongly attacking, saying that the Benalla affair "will leave deep, moral and political marks on the head of state". Fusing the "barbouze" of the Elysee, Christian Jacob denounces the "shadows" and "lies" of the majority. "The French remain stunned by this affair." 
 According to the elected LR, a "parallel police" is "hatching" at the Elysee, with the blessing of Emmanuel Macron. Loudly booed by MEPs LREM, he is however applauded by Les Insoumis. Then decides to take out the heavy artillery, attacking the majority of "godillots", to Edouard Philippe and "his great airs", as well as to the chief of the State. 
 What exit for the vote? 
 For a motion of censure to be adopted, an absolute majority of the deputies must be obtained, ie 289 votes. In other words, there is no chance that this is the case, since the Republicans are 103 and the left reunited 63. Even voting for each other, and even adding the votes of the elected National Gathering (ex -FN), who promised to support them, the account is not there. 
 Especially since nothing says that each side will vote for the other mention. If France Insoumise has confirmed that it would support the LR text, it is not a question for the socialists of the New Left group. The official position of elected LR was confirmed Tuesday early afternoon: no question for them to vote the motion on the left. "As the PS does not vote ours, we will stay at home," said Christian Jacob.
