A woman in Georgia who allegedly belonged to an online group that had sworn allegiance to the Islamic State and who had distributed "kill lists" identifying Americans whom they wanted to see targeted by their members had been charged conspiracy to provide material support to the Islamic State.
Kim Anh Vo, 20, became a member of the United Cyber Caliphate in April 2016 and has been involved in recruiting efforts to improve the group's hacking capabilities, according to an unrevealed criminal complaint on Tuesday. The group and its affiliates broadcast ISIS propaganda and provided "kill lists" containing personal information about members of the State Department and the military.
Vo's participation in the group from April 2016 to May 2017 was linked to the recruitment of more members to facilitate the group's hacking attempts. Vo was responsible for recruiting members between January and February 2017 for the production of a video threatening a New York-based nonprofit organization dedicated to fighting the online spread of extremist ideologies.
"You complained about ISIS, wait for us soon," reads the video.
The video also singled out the CEO of the non-profit organization and said "we will pick you up."
In addition, the United Cyber Caliphate disclosed a list of victims around April 2, 2017 which contained the personal information of about 8,000 people. The list was accompanied by a link to a second video, which appeared to include a "depiction of the beheading of a kneeling man," according to the Department of Justice.
"We are sending a message to the American public and, more importantly, to your President Trump: know that we continue to make war on you, know that your counter-attacks are only reinforcing," said the messages of the second video .
Vot, who was arrested Tuesday, is accused of conspiring to provide material support to a designated foreign terrorist organization. The crime is punishable by a maximum penalty of 20 years imprisonment.
