Higher child allowance, more money for education and lone parents: the federal government wants to help low-wage people with children with the "strong law on the family". Family Minister Franziska Giffey and Labor Minister Hubertus Heil want to introduce him after a meeting with students and parents in Berlin.
Among other things, the child allowance should be increased to cover the average subsistence requirement, which must be tax free, as well as the child benefit. The reform will come into force in two stages, from 1 July 2019 to 1 January 2020.

The German Association for the Protection of Children believes that the project is inadequate. "Strong family law" is "above all a powerful bureaucracy right," said Federation President Heinz Hilgers of Germany's editorial network (RND). "Many poor children will continue to collapse in the future and continue to live in poverty."
The new regulation is "so complicated that child benefits and the education and participation program will continue to reach very few beneficiaries," Hilgers said. It's an "almost real satire" to speak with such small improvements of a law for strong families.

How does the Civey method work?

Each participant is invited to enter their gender, year of birth and place of residence. After that, everyone can give their opinion in other surveys on different topics.
How are the results becoming representative?
The response of each participant is weighted so that the result of a survey is representative of the population. For the Sunday question and the government observer, this population includes the population entitled to vote in Germany. The weighting is performed entirely automatically on the basis of the personal data during the registration as well as the history of the previous answers of a user. Do you want to reach enough participants online?
Opinion polls usually take place over the phone or online. The significance of the results depends on the number of people who can be reached and the number of people actually participating in an investigation when they are approached. Internet connections and fixed connections are currently about as widespread in Germany – about 90% of households, even 95% of mobile phones. The willingness to participate in all methods in the range of one-digit percentages, especially experts estimate it for telephone surveys.
Thus, for both methods, there is a group of people who can not be reached because they do not have a connection to the respective network or do not wish to participate in the survey. Therefore, a significant number of people must always be approached to obtain a meaningful result. How to recognize the quality of a result?
Until the result of an investigation becomes representative, enough different people have to participate. Civey badures that this has already been achieved by specifying a probability of statistical error for each survey result. The number of participants and the duration of the interview are also published for each survey.
What does it mean when the colored areas in the graphics overlap?
In our graphs, the statistical error is represented by a colored interval. This interval indicates the uncertainty badociated with a survey score. For example, in the Sunday question, you can not tell exactly how much percent a party would get in a poll, but specify an interval where the result is likely to be. If the intervals of two survey values overlap, then, strictly speaking, no statement regarding the difference can be made. For the Sunday question, this means: if the two party poll numbers are so close to each other that their error intervals overlap, it can not be inferred which would currently give better results in elections.
What happens to my data?
Users' personal data are stored encrypted on German servers and remain secret. Civey employees only use user IDs for ratings and can not badociate users with their votes. Personal information provided by users is primarily used to weigh responses and to ensure that investigations are not manipulated. To avoid this, Civey uses both statistical and technical methods. In addition, Civey works with external partners who create audiences. This is only when users have accepted the privacy policy of Civey and an external partner that your answers can be used by the partner to model these audiences.
